The headline: hardware ray tracing is mandatory — this is one of the few games where an RTX/RX ray-tracing GPU is a hard requirement, not a graphics option. Here are the official specs from the Steam page, verbatim.

No. The official Steam requirements list hardware ray tracing as required, not optional. You need at least an NVIDIA RTX 2060 Super (8 GB), AMD RX 6600 (8 GB), or Intel Arc A580. GTX-series cards (1060, 1660 etc.) cannot run the game.
Unlikely to run well, and unverified. The mandatory hardware ray tracing and the RTX 2060 Super baseline are beyond the Steam Deck's comfortable range. There is no official Deck verification yet; we will test and report at launch.
50 GB of storage is required, and it must be on an SSD — a hard drive does not meet the official requirements.

Yes — play the free prologue on Steam. It uses the same engine and rendering pipeline, so if the prologue runs well, the Early Access build should too.
